Adopt protocols for protecting children victims of armed conflict

In order to protect the rights of children in times of war, DILG Secretary Mel Senen Sarmiento is encouraging all local chief executives (LCEs) to adopt and utilize the recently-issued national protocol addressing child rights violations in the context of armed conflict.

The Protocol aims to set standards and provide a common framework in monitoring, reporting and responding to the victims of grave child rights violations (GCRV) in the context of armed conflict.

Guidelines on the development of local juvenile intervention program encouraged

Governors and mayors are being enjoined to develop their respective juvenile integration programs to protect the interest of children at risk and children in conflict with the law.

Section 18 of Republic Act 9344 or the Juvenile Justice Welfare Act, amended by RA 10630 known as An Act Strengthening the Juvenile Justice System, mandates all LGUs from the barangay up to the provincial level to institute a CLJIP. Read more

DILG conducts basic orientation training for 559 first-time local chief executives

A total of 559 first-time governors and city and municipal mayors are expected to join the basic orientation training program for newly minted local officials to be conducted by the DILG through its training arm, the Local Government Academy (LGA).

Secretary Sarmiento said the ‘Basic Orientation: The First 100 Days’ is part of the long-running Newly-elected Officials (NEO) Program which is a term-based, comprehensive Capacity Development Program for local governments.

74 Provinces allocated PhP 6.5 billion for the pilot year of KALSADA Program

The National Government has allocated PhP 6.5B to 74 pilot provinces for the implementation of Konkreto at Ayos na Lansangan ang Daan Tungo sa Pangkalahatang Kaunlaran or KALSADA program, according to the DILG.

The project aims to help local government units (LGUs) in progressively improving local road conditions by providing technical and capacity development assistance to provinces through training, mentoring and coaching on local road management as well as funding for road upgrading, improvement, and rehabilitation.

DILG, PNP finalize rules on controlled chemicals

The DILG and the Philippine National Police (PNP) recently finalized the implementing rules and regulations (IRR) in manufacturing, dealing and purchasing controlled chemicals used to make explosives. DILG Secretary Mel Senen Sarmiento said the IRR for Republic Act No. 9156 was crafted through a series of consultations with other stakeholders, including the Department of Trade and Industry (DTI), the private sector and academe.
